President of the MDM (Mozambique Democratic Movement), Lutero Simango (b. 1960) is a moderate and intellectual voice in the opposition. Focusing on local governance and administrative decentralization, he uses his seat on the Council of State to promote institutional reforms and democratic pluralism in the country.
